Position Description: 

The Maryland-National Capital Park and Planning Commission, a five time NRPA Gold Medal Award Winner, is seeking a knowledgeable, experienced and progressive Budget manager for the Montgomery County Department of Parks located in Silver Spring, Maryland. The Montgomery County Department of Parks serves a diverse population of approximately 1 million residents by managing more than 416 parks and over 36,000 acres of parkland.

The Budget Manager will oversee all aspects of managing Montgomery Parks $90 million operating budget in four funds. The Budget Manager establishes budget preparation procedures and provides direction for 10 operating divisions and Park Police with continuous staff training on performing their general fiduciary responsibilities. Strong presentation and interpersonal skills are necessary to conduct budget forums to senior management and elected officials.

This position reports directly to the Management Services Division Chief and supervises one Assistant Budget Manager. In addition, the position will lead the Department’s efforts in developing fees and charges and cost-recovery policies. The position will also need to develop a working knowledge of state and local tax laws and fiscal policies. Finally, the position also serves as the Department’s leader in strategic planning initiatives and performance management, along with serving on various committees to further the Department’s goals and objectives. The management and preparation of timely, accurate information and data are essential. Strong interpersonal and public presentation skills, as well as the ability to work with diverse groups are essential.

Examples of Important Duties:
  • Effectively plan, develop and manage the annual operating budget preparation for the Department of Parks; including careful coordination with CIP Budget Administrator.
  • Prepare and coordinate budget strategies in accordance with the County’s Spending Affordability Guidelines, Commission’s Six-Year Plan and Planning Board directions/policies; strategies will include specific cost-cutting and revenue enhancement actions.
  • Work with the Director, Deputy Directors and Administrative Services Division Chief to establish Departmental budget and spending policies.
  • Efficiently manage the departmental budget by strictly monitoring and controlling expenditures in accordance with the approved budget.
  • Conduct timely quarterly/periodic reviews of Departmental revenues and expenditures and (where necessary) reallocate funds or institute other measures as required consistent with sound financial management practices.
  • Work closely with Division Chiefs to implement established Departmental budget and spending practices and to assure continued compliance with these practices.
  • Prepare and make presentations to appointed and elected officials on an as needed basis.
  • Supervise Assistant Budget Manager and coordinate regularly with Divisional Budget Coordinators.
  • Establish clear, consistent goals and objectives for the Department’s budget management work program in alignment with each individual staff person’s performance plan.
  • Address specific Divisional needs through the Department’s budget management program through analyses and make business process recommendations to improve efficiency and effective cost savings.
  • Represent the Department in a professional manner when addressing the public, community, organizations, business groups, government officials, and inter-governmental organizations.
  • Train all appropriate staff on the basics of fund accounting and how the Department budget is structured.
Qualifications: 
  • Bachelor's degree in business administration, management, or related subject; and
  • Eight years of progressively responsible administrative experience related to the needs of the department to which the position is assigned, including two years of progressively responsible supervisory or project management experience; or
  • An equivalent combination of education and experience.
